You didn't just move to a trailer park recently, did you?
Seriously... I'd check for trojans, you may be the victim of a practical joke.

Back to basics, Check your system theme in advanced. Ifsomeone else has used your computer they could have set those sounds to events.

Start/Search *.wav then look where the appropriate sound file resides for an ideas to which program is causing the problem.

If you find out what's causing it....

Sounds like you live near me. Sorry I'll keep the noise down in future In all seriousness though, its probably a sound you have attached to an event like new mail or programs opening/closing.
Go start, settings, control panel (depending on what os you have) and sounds, clear all sound events and see if that cures the problem. If not close "windows".... thats my attempt at humour for today

Welcome to WD courart
Calm down people, this is a serious question (tis not even Monday!)
1] Do an antivirus scan http://housecall.trendmicro.com/
2] Use Spybot http://www.safer-networking.org/index.php?page=download
3] AdawareSE http://www.lavasoftusa.com/software/adaware/ to clean your system.
