    How can I restore a single file?

    I want to replace the current windows/system32/svchost.exe file because it is damaged. Is there a method to restore this file? Something like system file checker in Win98? It looks like there is a backup in windows/service pack files/i386

    From inside of windows, go to Start, then Run, then type (no quotes) "sfc /scannow".
    That's the system file checker, it verifies all files and replaces any with errors.

    I tried that but for some reason sfc won't run. I wonder if it needs the file I am trying to replace?

    boot from cd in the recovery console and do a manual copy

    I was hoping to avoid the dreaded Recovery Console on this machine but its looking necessary.

    What's dreaded? It's like using a DOS disk on 98, relatively harmless, and you have access to system files to replace them as needed, without Windows demanding control...
