Lets start with them then please .. there's not enough info here to go on at all ..
Mention please at this point at least cpu & memory, & confirm for us what version of xp you have & whether its 'all patched up' ? ( a visit to windows update site will tell you).
How is windows generally (whilst not on the net) ? Do you know how to open device manager ? Any errors there ?
btw somebody yesterday was moaning at me about the self same thing & for him it turned out to be BITS at fault (background Intelligent{?!?} Transfer service) which is meant to do all your windows updates nice & 'silently' (as a background process) but can suck the hell out of your bandwidth !

Your pictures tell me that my original guess about windows updates trying to complete in the background may very well be right.
Especially since you are only getting difficulties whilst online, it may be malware ( so some 'net infection' of viruses, trojans or spyware) but we want all the service packs & patches available at windows update on your machine first, & then if it still doesn't improve & turns out to be malware, there's a range of programs to clean it up & stop re-infection (or at least fight it) .. so start with a visit to windows update & report back please on any progress that may or mayn't apparently make.
