My ... this is all most confus-ed 
Errr umm you have no need for the softpaq - at all - that's just for compaq machines (with compaq tweaked bioses) - which Notino is it, exactly !?! 2200 I think refers to the cpu in it (its important we know excatly which machine, so we can diagnose its 'inards' (chipset) & direct you to appropriate patches - which is all I think you need).
tried doing what you said and plugging it in after windows had rebooted, but it still didn't work and i had to reinstall it again
Mmmm this why won't the drivers 'take correctly' business is a pain ... many usb devices exhibit this 'issue' , what you need to do is completely uninstall the device via device manager, Restart without the device present, add the drivers, reboot, then & only then connect it up - usually that does it (however without the right patches for usb & your chipset you might just go around & around).
