.JPG Graphic Problem In XP and Internet Explorer

A week ago I had to run the Windows XP Pro Repair function after I tried to upgrade my motherboard, processor and ram in my computer, and windows refused to start up. I too recieved the error message "The procedure entry point GetIUMS could not be located in the dynamic link library msdart.dll" as referenced in this post http://forums.windrivers.com/showthr...7&page=1&pp=15 , but got past the error by clicking a thousand times (Before I had read the post).

Anyway, Thats where my real problems started.............
After I had run the repair function at least 4-more times because nothing in windows would work correctly (Programs or Hardware), I finally ended up killing the motherboard after trying to do a factory bios upgrade that crashed leaving the board useless when the bios recover function also wouldn't work. I assume there was something wrong with the motherboard to begin with.

But that brings me to my current problem..........
I trashed the new motherboard and reinstaled my old motherboard, processor and ram to get my computer back up. I again had to run the Windows Repair because I could not access windows and I again got past the same error message by clicking a thousand times.
Windows started back up and everything was working perfect.................

    ! Except !
Windows itself and Internet Explorer will not display any .JPG file...........
It only displays a bunch of colored dots where the picture is suppose to be. It will display any other picture format just fine (.gif, .img, .bmp etc....) but everywhere there is suppose to be a (.jpg) file all it shows is a bunch of colored dots.
    Example........
The head graphic on this forum page is "logon.jpg" and displays as a "460 x 82 pix" square of purple, green and blue dots and smears instead of a picture, But all the (.gif) graphics (avatars) in this forum display just fine.

This problem isn't just confined to Internet Explorer either. In any function in windows where a graphic has to be displayed such as the final screens you see after running the repair on windows. It uses a (.jpg) graphic as the background and is only displayed as colored dots, as well as the function screen where you can change the background graphic on your desktop, all (.jpg) graphics show up as dots in the thumbnails you see on the little computer that display the desktop preview.

I know something in windows has to be corrupt, but whatever it is doesn't correct itself by running the windows repair or by installing SP1 and all the other windows updates, which I have done 3-times now. I even tried installing SP2 but all that did is crash my network and kill my Internet connection, It didn't solve the graphic problem so I uninstalled it for now.

I've checked every setting I can think of, changed graphics cards, drivers, and even kicked the computer a few times (j/k), But I really dont want to do a complete reinstall if there is any way to avoid one. I'm sure this has to be a corrupt file or reg setting someplace.

    Does anyone have any ideas........??????

    (P.S. To Admins)
I like your forum, I have 2-VB's myself.
But it could use a little sprucing up (buttons and such).
If you would like some ideas or help, let me know..........
    Its my hobby.
