Despite what the pro gun lobby has to say about matters, you, I or anyone is not Judge & Jury & we have no right to go around shooting folks because we think they are doing something, innocent until proven guilty & 'due process' etc, being something I think most would accept ..
Your city could of course think about putting taxes up to pay for more police & prisons (though I'll merrilly accept Prison doesn't wok most times for most prisoners & creates worse criminals usually) if thats what it takes, rather than introduce a situation where people might think you are doing something & shoot you for it, when you very well mightn't be...

& btw an interesting statistic is just how many American police get killed & hurt with their own weapons This by way of example as I can't find a link to back me up, but the figure that sticks in my mind is 50% but that link clearly indicates the downside of introducing a gun in an effort to control matters ..
Catching someone with my belongings in their arms is enough evidence for me. If that makes me Islamic that's Ok with me. I don't believe that any single religion is right about everything, but more likely that each religion is correct in some beliefs and wrong in others. The Islamic folks know their stuff when it comes to thieves.
I really don't think adding more police will solve the problem. The guy who got caught stealing my car had a multiple page rap sheet of prior offenses. So if you add more police, sure they might get caught more often, but what does that solve if they are just let right back into the general population? Spending a month or several months in jail is not a deterrent to these guys. Jails nowadays have cable tv, broadband internet and college courses available to them for free, not to mention the three steady meals a day, a warm place to sleep and they don't have to work.
Why should they be following the laws again?
