To address your first question, there are a couple of ways to scan an infected system for free, and a couple of decent free AV solutions. So, let's start with scanning and removal. My suggestion would be to go to Eset.com and download a trial version of NOD32 then install and run it. There are definitely lots of ways that malware can block access to AV websites and interfere with running AV software, but let's just take it a step at a time. Try NOD32 and let's see what happens. After that, we can look at other options.
