    Internet Explorer Takes 10 Minutes to Load

    My dad’s Dell PC running XP Home SP2 takes 5-10 minutes to load Internet Explorer 6. Here is what I have tried already with no luck:

    • I upgraded to IE 7. The upgrade went OK BUT I received a message that program updates to IE 7 could not be installed.
    • I attempted to apply SP3 BUT after it downloaded and got about 80% through the install, a message popped up saying, “Access Denied”. “SP3 will now uninstall and Windows may not work properly.”
    • I ran CCleaner, AVG Antivirus, and Malwarebytes. CCleaner removed about 1.2 Gb of temp files, etc. and found 304 registry issues which I had it repair. No luck.
    • I did 2 System Restores going back 1 day before the problem the 1st time and 2 weeks earlier the 2nd time. No luck.


    Added 1 hour later:

    Tried a KB Article fix to correct issues stopping the SP3 install by running this command:

    cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
    subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
    subinacl /subdirectories %windir%\*.* /grant=administrators=f /grant=system=f
    secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose

    I'll post back if this worked.


    A few hours later.....

    The KB Article fix did not work as "Access Denied" still pops up while trying to install SP3.
    I DID upgrade to IE 8 but that did not work either.

    Help......
    Any ideas what else I can do to solve this?
