    Question Laptop ps/2 ports

I was always told it was not safe to plug in a ps/2 mouse when the computer was running. Is it safe on a laptop?

    It's perfectly fine

On desktops, I've never heard of it being unsafe, but usually you have to reboot for the mouse to work.

But laptops do it just fine

It is not safe to plug a device into a powered port while the machine power is on. Toshiba notebooks have proven particularly sensitive to this, in my... umm... "testing", or rather finding out a motherboard had to be replaced because someone thought it was OK to plug in whatever whenever.
