Boy, this sounds like a tough nut to crack... have you tried clearing the CMOS? Gigabyte boards are notorious in my experience for just needing a good CMOS flush now and then. If it's the dual-BIOS type try removing the battery for about 10 minutes also.
I have had some boards return video-related beeps when the monitor wasn't on, or the VGA d-sub cable was defective or had a bent pin on the card end. Trying another monitor would rule that one out. I have also seen some monitors (15-inch Mitsubishi DiamondScan) that were real picky about POSTing.
The GA-71XE has givin me problems with DIMM1... Sometimes moving the RAM to DIMM 3 would let it POST. This is my strongest suggestion. Hope this helps
