Post Network Neighborhood does not update.

Can anyone tell me why when I double click on Network Neighborhood or even click refresh from within it, it does not update the list of computers on the network. Even after a full reboot it still showed computers that had been shut shut down before it was. I changed its computer name and rebooted, and the old computer name even showed up on the network. It wont let you get to the computer of course, but I thought it got a list of computers by sending out a broadcast message asking all computers to respond. Am I missing something or is it just another Windows 98 flaw?

Its all based on a computer fullfilling the role of a name resolver. Who gets to be it is decided by a browers election forced when new machines come on to the network. On an NT network (I now foprget all i learnt for the exam) but its something like NT servers followed by NT workstations followed by Win 95/98 machines. Anyway all the lower orders of machine enquire of the browse master to discover who else is on the network etc. Why to they hang around I'm not quite sure why it takes so long to disappear.
