Try just putting the CPU in, leave everything else out. no ram, no vid, no nothing. if you get post beeps (even if they indicate errors) then you know those are good, then just start adding in components.. If your lucky and have a port 80 card, it will tell ya in a flash what's wrong

Sounds like something is hosing up at least one of your power supplies...either the 5v or + or -12V...can you check all of them for proper voltages? I suppose it's possible that the mobo itself has gone Tango Uniform.
Which HP model is it? Go here for <a href="http://www.hp.com/cposupport/software.html" target="_blank">HP's drivers & downloads</a>. Quite often, you can find the Service Manual or we might be able to find a good troubleshooting guide for you.
    Go here for <a href="http://partsurfer.hp.com/cgi-bin/spi/main" target="_blank">HP PartSurfer</a>. You can find part numbers & HP prices. And you know what HP stands for...High Priced. <img border="0" title="" alt="[Eek!]" src="eek.gif" /> <img border="0" title="" alt="[Eek!]" src="eek.gif" />

Could be a faulty voltage regulator.
Also try removing leads to all other devices, including power to IDE and floppy devices.
Was anything added before this happened?

    Question

So which HP model is it?!? Are all of the DC voltages good or are they being loaded down?
