Only so many burns?
Anyone ever hear of some program disks, only allowing so many burned copies of itself?

Legally, yes.
However, a disk cannot determine when it is getting copied, so NO, that is not possible.
I have seen floppies that you are supposed to install from that have made changes to themselves once you install from them, but a CD is ROM, so it cannot tell or make changes to itself.

Agreed... this was possible (in fact common esp. with Microsoft DMF disks) on floppies but not on CDs. Try posting more info maybe we can help you figure out the problem you are having.
