I've seen a lot of systems "lose" this file to antivirus deletions because of nimda infections in the past few days.
From TechNet:
[quote]The Riched20.dll file is the source library for Rich Text Editing and displays features in Outlook 2002, notably with Microsoft Word or Microsoft Outlook Rich Text selected as the default e-mail format.

In my case, we were looking at Office 97 installations which lost that same file. So running a repair of Office would do the trick if no other problems are present.

Annoyances.org's Windows 98 Discussion Forum would tend to run in the same vein as Danimal's suggestion.
