Exchange Server 2000 not sending all messages

It only allows 12 messages to be sent in one batch. The limits all appear to be turned off and the system seems to pick the meesages it returns arbitrarily. We can resend to those addresses later. And, no, we are not spamming - this is a press and donor contact list for a nonprofit organization.
