IIS and e-mail services
I understand that IIS can provide smtp services, but what is required to allow POP3 protocol to function?

the SMTP thats is part of IIS 5.0 is not ment to be a full fledged e-mail server. It's main purpose is to forward E-mail out through an inter or intranet site and to handle incoming mail to accounts on the local server such as the postmaster or e-mail related to the operation of the server and does not contain support for POP accounts.
