Dumbest cartoon bad guy/gal

I read through the favorite cartoon characters, and was reminded of all the good ones that I had seen. It also reminded me of just how dumb so of the villians were. Who was the most idiotic villian you remember watching on a cartoon?

Mine would have to be Gargamel from the Smurfs. Now there was a real moron. How many times did he catch a smurf, and bring it back to his lair only to have the smurf escape? Dumb *** ! When you catch the smurf, break his damn neck! He aint going anywhere now because he is DEAD! Also since you are a wizard, invent the flame-thrower, and then follow a smurf back to the smurf village and torch the place.

Now that episode would have been fun to watch.

Dick Dastardly, I dont think he ever won in any of the cartoon series he appeard in.

I would agree with Dick Dastardly, but no way is he as dumb as INSPECTOR GADGET! I know this is related to stupid villians, but Gadget is so dumb he was his own worst enemy!

I'll most likely get ragged on for this, the th Dumbest had to be Cobra Commander. He always had the cool weapons, and waited to use them. Almost always pulled the "Dr. Evil make a horrible long excruciating death by Sharks with Laser on their head, and slowly drop the heros there so that they have pleanty of time to escape, grab a coffee and still save the world." That guy needs to go to SuperVillan School

The evil brain Krain, Shredder, Bebop and Rocksteady on the Teenage Mutant Ninja turtles. Kept losing against the turtles and always came back for more. They were all dumbas**es. But, then it again, It is a little kid's cartoon.

Add to the fact that gadget was the dumb@$$ and the CLaw becomes exponentially more so.
