The simplest approach is to just export it to a file and location of your choice and import it after your reinstall.

Exporting and importing .wab(s) is a good technique. If you wanna regularly back up data though, you'll find the .wab(s) in "All Users" in w98, w95, in Profiles W95, W98 in Documents and Settings in W2k.
Whatecer o/s, do a search for *.wab, and you'll find em.
But.... watch out what your profile settings are. In a multi-user environment (95/98) you should set these to your needs, e.g. do all users have same settings?
I say this because you need to make sure you back-up the right .wab.

    Good luck

For Windows 98, the .pst file is located here for a default installation:
    c:\windows\Local Settings\Application Data\Microsoft\Outlook\outlook.pst

Beware, it can be quite large, mine is about 50 MB.

The wab files you can just save then import later, as long as you are using the same version. they can be found at c:\windows\application data\microsoft\addressbook
    Hope that helps
