Depend on your budget.
You can go with the Low quality small price, long time editing like freddy here suggested or put little more into the computer and get a real system.
Since you say Video and not TV -
1. You need a Video capture/Edit card. Not a **** like the TV cards but actually somthing that work with Adobe Premier or Ulead MSP. You will probably want a card with S-VHS in as well as normal RCA.
Option 1 - A fire wire + Analog/DV converter. This will be about 300$ but work much better.
Option 2 - Real card like the Pinnacle DV500+ or Matrox RT2500 - 450$ to 800$ but normaly come with Adobe Premier 6, some DVD authoring programs and more.
If you will look at my site there is a small article about considerations when coming to build a computer for video editing as well as indexes for companies that make video capture hardware and editing software.
This will probably make a nice little place to start at.

point taken scuba , I was giving the guy a "low" budget setup , I , as I am sure you know can spend many $1000 in setting a system up to do this job.
If the poster wants to give us more info then I am sure either you can talk him thro "the dogs bollocks" or he can go down the economical road
his statement was "analoge capture" and not - editing which i think is your ball game.
no dought if he wants more info he will ask in more detail
what you say scuba?

The DV500+ is a much more professional product than the one I am talking about.
They are planing on releasing somthing on the Sun 300$ with DV and Analog that will also Include the Pinnacle Studio 7 editing program.
At the DV500+ Range Pinnacle have the new Pro-One card.
