why whould you short the green and the black wires on the PSU for?? i do not know this tip.

Because on ATX PSU's they are the switch wires to start the PSU up.

One thing to check is to make sure that the CPU fan is plugged into the correct fan connector on the MB. I did that with an Intel D815EEAL board recently with the same results. I connected to the correct plug, and it booted.
Apparently, the board won't power up without a CPU fan turning.

depends how hot it gets..
most chips can't take 9O C (219 F) for more than 5 seconds..

Depending on the hit, many components can be instantly fried by turning on a system with something shorting or otherwise mis-connected.

Thanks everyone for all the help! It turned out that the mobo was fried, I got a new one, and everything worked fine.
