By sharing resources are you referring to sharing files? Do you have file and printer sharing installed?
Can you get to the network settings through the control panel?

If network neighbourhood does not appear on the desktop in 9x then one of 3 things are happening:
1. Poledit has been used to remove it from the desktop
2. Tweakui has been used to remove it from the desktop
3. NO network components (including a dialup adapter) was detected and therefore not installed.

If network neighbourhood does not appear on the desktop in 9x then one of 3 things are happening:
or client for microsoft networks is not installed.
go to start->settings->control panel "network" then 'add' 'client' 'add' 'microsoft' 'client for microsoft networks' and select it as your primary network logon on the main network tab.
