You need to import a file called bookmarks.htm... that is the name that favourites exports to in My Documents.
Copy your floppy on a win98 machine.. and then export them from ie. I am guessing the win98 machine wasn't using ie6?

If your favorites are not in the bookmark.htm format you can copy them into your favorites by going to c:\Documents and Settings\Your username\Favorites. If you are not sure how to do this just do a search for Favorites and open each one found until you see the one that has your current favorites and just copy them in.

We just did this at work for a user going to XP from 98.
Assuming you are logged in with administrative privleges I'm pretty sure you can copy them without doing an import. XP has things broken down by user so you'll want to go to c:\documents and settings\*username*\favorites and paste them in there.
Or if you want all users to have access to them then go to c:\documents and settings\*all users*\favorites.
good luck, and let us know how it turns out~
