The mistake is the assumption that dominance means the gene dominates the recessive gene at the population level. This is not what the word means. It simply means that the dominant allele is the one that manifests it's phenotypic consequnce in an individual that has both a dominant and a recessive alleles for the gene
read carefully, it says the the ressecive gene cannot not be lost due to a dominate gene. it can only be bred out of the population through selection.

Some people have other ideas on how to save the "disappearing breed."
CTV News interviewed two blondes and one of them suggested an idea: "So we should go and mate with a bunch of blonde guys and restart the blonde generation."
Asked whether she would be willing to do that, she replied: "Possibly, if that would help society…I'd be willing to make that sacrifice, yeah."

I'm not sure if Blonde is a purely recessive trait. I mean the people are assuming that it is. It could be that it is recessive to dark brown but codominant with auburn and red hence the dirty/strawberry blonde hair that some people have naturally. The gene will still exist, until it renders those who carry it too stupid to live.
