You can try another chip - why not? 
But it may be not problem with BIOS chip,though - by the way, what exactly the chip?... it can be problem with voltage regulator as well - it is also quite usual problem (especially with PCChips motherboards )
So, check voltage regulator... make also sure, what there are no any blown capacitors on the board - it could also cause the problem with booting.

Gary, it is not nesessary exactly P2B MoBo ...it can be P2B-F, P3B-F, MEB-C (LX, S-370) or another ASUS one with 2Mbit DIP flash IC.
