Go into the Registry and goto HKEY_USERSuser key number hereSoftwareMicrosoftOffice9.0Excel . Click on Excel and then hit the delete key.

Since this is an issue with the user's profile so you can just delete and recreate the profile and it should resolve your issue. Be sure to backup the user's important files (favorites, PST, etc)
