Did you read that from BIOS monitor? - then it can be a problem...
2,5V has nothing to do with PSU, Gary...  This voltage comes from voltage regulator located on motherboard and used for CPU... may be one of transistors (or voltage regulators) is bad...
But try different test utils like Motherboard monitor (MBM 5.0), HWinfo or another util...
