well...I am at a loss for words. It appears the locking up has disappeared. See, ever since I have had my computer, on occasion, maybe once a month or so, my computer boots up funny. it goes into the bios and says "the processor hung on boot up, please ensure all settings are correct" and the setting for my clock speed is highlighted. I lowered it from 1800 Mhz (which is what my processor is) to 1350 Mhz and i havent had a lock up since. I am very very confused.

Sounds like a heat issue if its locking at high speeds but not at the lower, dont trust the bios temps, feel the HS, if its hot to the touch, you have a problem. Also, it may just be a flakey CPU, also, how are you lowering the speed? FSB? If so you are lowering the speed on more than the cpu.
