    I heard about people using blow up dolls, fake babies, cardboard cut-outs, and dummies so it looks like they have more than one person in the vehicle, and they can use the high occupancy vehicle / HOV / diamond / commuter lanes without enforcement noticing. Fortunately, enforcement is starting to notice.
