    Use the "Immunize" feature of Spybot and keep updating your definitions.
    It's free, so far.

    It not only breaks most popups, it breaks most inserted advertisements (those annoying ones that dominate the page of an Internet news article). I usually only see a tiny gray arrow and "Advertisement" where there's supposed to be a big honking animated picture.

    Also, turn your IE6 "Security" and "Privacy" (in other words "cookies") to the high settings. When you need to log in, make a purchase, etc., drop the settings to "Normal". When you're done, raise the curtains back up.
    For frequented websites that require this, add them to the list of "Allowed" websites so you don't have to drop your shields.
