Windows ME and Norton 2003
A friend was in the middle of installing Norton System Works 2003 on his unit running Windows ME when the power blinked. Every time he reboots, he sees the NAV icon in the system tray with a red "X" through it and is prompted to reboot to finish the installation. He has uninstalled, reinstalled, and rebooted 3-4 times but still receives the message that he must first reboot to complete the installation.
Any ideas on this problem?

Norton software is EXTREMELY tempermental when it comes to installing it or installing something else while it is running. There is a pretty good chance that the O/S is pooched. Try running the ME restore and roll it back to a day before the software was installed.
My recommendation if that works: Don't install System Works. You don't need it.

I've seen NAV get into a loop like this, symantec offers a tool that will blast it so you can start fresh, maybe they offer one for System works as well?

YES they do and THAT is your problem.
Go to symantec and download rnsw.exe.
Then reinstall after rebooting.
