What OS is it running? NT/2k/XP?

can you just use one of those CDs to boot and copy files?

still your best option seems to be to toss the drive in as a slave of another running NT/2k/XP and copy the files that way.

A friend of mine told me that there is a program that makes a bootable cd that has a GUI much like windows 2000 that lets you see the NTFS hardrive partition if you know the administrator password and has network capabilities. The thing is that he forgot the name of the software.

NTFS Reader for DOS is a freeware tool that provides read access to NTFS partitions within the MS-DOS environment. You can preview files on NTFS and copy files from NTFS to FAT volumes or network drives.

First, does the BIOS see the HD? If not, then a bootable CD with an utility will not work. You may need specialist to retrieve the data. Second, what OS? Third, why will it not boot? Is the mbr screwed or does it hang when accessing the OS?

Getdataback for ntfs is a nice software recovery program. it will recover even if the fat is messed. you can download it and have it test the drive to see what can be recovered. IT's less than a $100US if you decide to use it. Also if the drive is in bad shape EVERYTIME you try accessing it you could be loosing data.... Getdataback won't overcome hardware issues but it will make a image of the drive and allow you to extract from the image. It does need to be installed into a windows environment so you will have to have another machine and space to store the files ( potentially the whole old hard drive if you need to image it as the image is a bit for bit dump. I guess it boils down to what you mean by almost dead and how much those files mean to you....

Winternals Admin Pak will do this but it is on the expensive side I believe.
