Geezer
and as stated the laptop once said it was stuck in trouble shooting mode.
Err what o/s is this ?
There's 'vga mode/vga failsafe' in xp which is kind of 1/2 way to safe mode, it doesn't load video drivers, but does others, that can come about if there's some kind of 'terminal' mismatch in resolutions and screen sizes, maybe that's why we are so confus-ed !
Please tell us just what video device is listed under video adapters in device manager.

Have you tried this yet Michael?:
Try this:
Extract the video driver download in a special folder named Fujitsu Video.
Go to Device Manager and right click on the listed Standard PCI Video and choose Properties.
Then choose update driver and point to the extracted video driver download and choose OK/Apply.
Tell us what happens or whether there is some other problem.
PS
confus-ed is in England so you owe him the beer.

Beer, I will buy him more then he can take and fill his boots if he can sort this out.
OK update. I have tryed to change driver in safe mode. but each time the laptop goes back to standard PCI graphics adapter VGA and will not allow me to leave 16 colours.
would it be best to reformat drive and try to reload from new.
I will need to load a driver on for a CD ROM to load the programs on, but will I be able to do so from a newly formatted hard drive?
any ideas out there.

Since there was confusion on being in safe mode in the beginning of this thread, partly my fault , did you get into safe mode by tapping f8 key at boot up and see safe mode on the screen? And if you were in safe mode was there only one video adapter listed? Also look in other devices and let us know what you see.

Geezer
All that's happening is that windows doesn't know what the video adapter is, add that to our confus-ed-ness & .... the usual confus-ion!
So in SAFE mode (press f8 muchly at boot), remove the current video adapter, this is the only place you can do it without everything going black !, make sure there is nothing listed in that catergory at all ...
Retard (re-start, but windoze is a ...) windows & it'll autodetect a device again, hopefully it won't just piss off & find one & it'll allow you to specify drivers for it, point it at the downloaded files (we still aren't certain we've got the right ones have we ? We'll know anyway once we open the files this way) that should give you some device sounding like "NeoMagicGraph128XD" (which you gave us earlier), hopefully, he says optomistically, that's it !
IF it insists on finding a standard vga that's ok (the earlier confusion was because we weren't certain we only had windows seeing one video device) then you need to UPDATE the standard vga driver for that by pointing it at the downloaded ones (from desktop right click, settings, the 'advanced' button, in ME 'change'?, point it at the files, maybe a wizard fires here? bloody ME...)
Errr but yet more bloody confus-ed-ness .... earlier you said it was a lifebook B2031 .... THERE AIN'T ONE ! but there is a LIfeBook B2130 (whose every driver are on that link ) I pressume you too are confus-ed & got the numbers in the wrong order ? You need to go through all that lot & install every one of the drivers - to get you cd working you need the chipset patches first, so that windows knows about the inards of your beast, then that ought to work, it should just find it ...

I already asked him to do that, but hey, going full out with deletion in safe mode>retard >and redetect/install manually is an ever more sure way to end our confus-ed-ness. ME

I pointed that out as well, but assumed it was a Brit model number after seeing "color" spelled "colour". (NO Wonder we are all confus-ed)
Siince you say that model doesn't exist on the England site, well.....MICHAEL?

update
OK heres a update on laptop. I have been able to get a cd rom to work on usb plug in and have loaded windows ME onto the hard drive again.
But this is whats going on.
In device manager I have a yellow ? mark next to other devices, PCI Multimedia Audio Device. I have tryed to remove this device and reload new drivers using the windows me disk.each time it states that windows could not find driver for this device. There is no sound from the laptop, also when I change the video driver, and it asks me to restart the laptop, it just goes back to standard video device VGA and will not allow to change from 16 colours.
Could it be that the laptop is blocking the software some of which are copies????????
I have heard that windows XP will not allow copies of programs to work
may the laptop just be blocking the programs working completly??
I have also tryed to reformat the hard drive so has to start again but the machine will not reformat on the command
a:\ format C:
or
a:\ uninstall C:
PLEASE any ideas out there.

First, the sound: have you downloaded all the device drivers we asked you to download?
Actually (sorry -ed), we need to do this all over again since you seem to have reinstalled/formatted/tried both...geez now I am sooo confus-ed.
The ME disk does not contain the driver for the sound and MEeeek doesn't know what sound card/chip it is.
So, we need to tell it manually what it is.
Same with the video chip/card driver.
Usually MEeeek does pretty well at id'ing chips and installing drivers, but that is not the case here, so we have to make it behave properly.
Could it be that the laptop is blocking the software some of which are copies????????

You heard wrong.
These are not programs, they are drivers: software, yes, but only software that identifies to the OS what in fact it is and it's capabilities, so that Windows can use it properly and efficiently.
Next:
Format and Uninstall commands.
Uninstall won't work unless this was an upgrade from 98 and you saved the previous OS.
Format?
Well that SHOULD work.
Is that what you want to do????
You need an ME boot disk and you need to boot to a command prompt and choose "Minimal Boot" option.
At the "A" prompt, type fdisk first and tell us what you see and whether it alows you to do it, and then do format:
a:\format c:
BUTTTT.
before doing all this and making things even worse, I recomment you either PM myself or confus-ed for help, or log on to Windrivers Chat for immediate on-time help every step of the way with no time lapse.
PS
You have another working PC with internet access where you are right?
