Windows Preinstallation CD
What is it? How does it work? Am I correct in assuming that if you are a system builder that you can buy one of these the buy the COA sticker and be legit?

The OEM Preinstallation Kit (OPK) normally comes with a "multipack" if you are a system builder/retailer.
IOW: Buy a multipack of five and you get an OPK which allows you to preinstall the OS without even opening the pack itself which the customer gets with the CD.
The builder has the ability to control and customize the installation and include things like custom logos, etc.
