not too sure where this post belongs, but here goes
i have a video file, its two .bin .cue files when burned they create two svcd cd's, i was wondering if anyone knew how i could combine those two files and burn them to one dvd so they will play seamlessly as one big movie

Burn the movies to CDR(W), then copy the video files from CD to HDD, and make the DVD from the 2 files.

First of all, go grab ISOBuster to extract the MPEG/AVI files out of the bins. Then google for an mpeg joiner program - there are tons of them out, you mind a decent free one if you look hard enough.

2 files
Winiso,Winimage,Winrar all likely will extract the image. Also easiest of all you could use Vcdgear and use the bin to mpeg feature. Then tempgenc will put them both together into 1 file. Under File down to the bottom is mpeg tools

Look for VCDgear, this program handles cue files directly and extracts the mpg to your hdd. Download the trial version of Ulead dvd movie factory and go from there. You can load multiple parts into it and create menus with backgrouns/music and burn it to dvd or vob files to your hhd. The video conversion can take a while so plenty of coffees/beer, whatever your poison :-)
I liked the trial so much i bought the full version.
