The ALI m1487 refers to a motherboard chip (IDE controller?). ALI no longer offers support for it directly.
The official chipset for the board is Cypress 82C596-9(Contaq), as you mentioned. It was manufactured by Addtech Research Inc. (http://www.megasat.ch/totalhardware/m/A-B/32054.htm) which no longer exists either.
http://www.esupport.com/ may be the only option you have of updating your Award BIOS, or maybe this link could help you out if you're patient enough to sift through the entries. I've sent the ID string to eSupport and I'll post back here if I get any news from them.

Kinda sounding like its just dead. I could see maybe a hosed BIOS causing that. To be honest, though, I really don't see much point in bringing it back. If you know of any computer stores that have been around for several years, one would probably have an old early Pentium class MB/CPU they would sell really cheap...maybe even give it to you if you're a good customer of theirs.
From the looks of things, that was a really good board (at least in features) in its day, but its day is long gone.
