There probably is a voltage problem. Remember that new 8x cards want 1.5 volts present on the AGP bus, most older AGP slots provide 3.3 volts. In the least interesting case you'll smoke the card, in the most interesting case you'll smoke both the card and the motherboard.

Make SURE which voltage your motherboard provides before you go sticking the card in there. You might get lucky ... or you might not.
