I have decided I am going to patent blinking...
and heck I am a nice guy. I will only charge 1/100th of a cent per blink...paid upfront per "users" life cycle.
how do I apply?

Hmmm.
How about filing a patent for the process of feeding and all associated processes by which food (solid or liquid) is inserted into the mouth through whatever methods and swallowed?
I'll be rich - RICH I tell you! 
Unless everyone starts using feeding tubes or intravenous solutions...

so if a website like yahoo has been around since 1996, then how does this guy get around Prior Art?
Prior Art: is technology or knowledge of technology, existing in the public domain, in the form of existing patents, trade publications, doctoral dissertations, etc., or a working example of the invention, that a patent encompasses in its claims (i.e. the patent applicant is claiming it to be a new invention, but it had already been invented by someone else).
