I use IE6 with all the patches and service packs. I have never PMed anyone on here. I am clueless about that. I am about to try to learn how to do a sig on here.
When I try to go to the User Options page in my profile, it says I do not have permission to go there, so I cannot turn anything on.

If you click on user cp and then options and it won't let you put that checkmark in, definitely send shermanson an email.
So word on teh street is you live in Fairbanks?

Well, I asked about a firewall. Oh, I see, this is a linux based solution. Well, first try to disable the firewall and see if you can access the "User Control Panel" and do anything. Yeah, a sig would be a good try. When you get in there you'll see tabs, and one of them is the sig option. Try it and tell us if you can do that.
Listen, the user control panel is YOUR option panel, and WD did not set permissions for you not to change anything, so it is either your firewall or a corrupt IE, or: well, I am not sure, yet.
At the bottom of my post you'll see a PM button. Click on it and send me a PM right now.

If you scroll up, it's a small button at the left of the screen below the Windrivers banner.
I used to live off Farmer's Loop in the late 80's early 90's. Go Wolfpack!

Did you follow ima's advice?
Look for it, and click on it, and go to user options. Have you turned off the firewall?

Firewall was irrelevant. I was trying in the wrong place. All is working and fixed and up to date now!
Thanks you guys!
