Win ME Problems

My friend just installed Win ME on top of 98 and now every time he tries to run a setup program it either won't open or it will freeze the computer. There are a lot of other problems as well, but this is the big annoyance. He said it told him it backed up all of his old system files in case he decided to remove it and now he does. So my question is.. how does he go about un-installing it? Thanks for any help you can offer.

I may be worong but I think it's in Add/Remove Programs. Simple enough eh? Good luck.
