Network Adapter Cannot Start (Code 10)
Problem: Network Adapter Cannot Start (Code 10)
Linksys HPN200 HomeLink Phoneline 10M Network Card
Identity in Device Manager:
Broadcom iLine10™ Network Adapter
Card does not work in Gateway w/Pentium 4 & XP Home.
Card did initially work in same computer w/Windows ME.
Have reinstalled Me but cannot get card to work again.
Identical 2nd card installed in Dell w/XP Pro & does work.
Have installed, uninstalled, reinstalled, downloaded drivers, updated drivers, rebooted, removed card & rebooted, reinstalled card & rebooted, formatted hard drive, reinstalled Windows Me, reinstalled XP – each of these at least twice.

That says the card died to me...
Try this card in the machine that has the 2nd identical card - uninstall the drivers for the card before swapping them otherwise xp will have a fit about a required device missing and will not install the one you want to test properly.
Alternatively boot with an me startup diskette and use msd.exe at the dos prompt to see if dos sees the card.
use msd.exe available here to get the mac address. instructions here
