MMMMMmmmm, Try booting the computer using a bootable CDROM (like original WinXP Install CD), if its working so You probably have Driver/application/Virii related problem.
If the Drive fail to boot from a CD (check more than one) I guess that Either the drive is Fu$%^d up or you have a Weird PSU or current issue.
