Windows 95/98 prompt to change user info

Every PC I have purchased from major manufacturers promped me for all my personal information, and my product id when I first turned them on, but then proceded directly into a fully working operating system. I have seen programs that perform a similar function, but I was wondering if there is a setup switch to delay entry of the user information until after windows is setup, or a way to envoke the Windows Setup Wizzard after the system is configured. I know of only a few un doucmented windows setup switches, but assume there must be dozens of them around.

THERE IS A SPECIAL DISK WHICH IS AVAILBLE, TO ENABLE THE SALE OF A COMPUTER, AND THEN LETTING THE USER INPUT THEIR IDs ETC THEREFORE THE RESPONSIBILITY RESTS WITH THE USER FOR LEGAL SOWFTWARE, THIS DISK ALSO ALLOWS THE USER TO INPUT A GRAPHIC ONTO THE DEVICE MANAGER SCREEN
