That is probably the problem O-man. If you do change it and it still doesn't dial out, you may just have a bad modem. At least 5% of new modems don't work, so always have a few extras.
Also, as a t'shoot measure, you can always use Internet Connection Wizard to check your outbound connection just to eliminate any potential proprietary dial up software issues.
