Add/remove programs and restore IE to it's previous version. Then run your install again.

Are you setting up Win95's IE3 from the desktop icon first, or just diving in straight off with IE5.5?

is Office loaded? If possible, un-install Office and IE completly then start over re-installing the apps. cleanly.

I usually upgrade in this order:
IE 3.0 (default)
IE 4.0 sp1 (gives you active desktop, quick launch, etc.)
IE 5.x/6.x

A couple of things, first I'm not sure IE 5.5 is compatible with Windows 95. Maybe I'm wrong but I would check it out first.
Second, this kind of problem is not uncommon with IE 5.5. It started out as a BETA (experimental) version and it had a ton of problems. I uninstalled it after a week because it was crashing my computer at least twice a day. I would try to install IE 5.0 or even 6.0 first. Again, IE 5.5 was rife with bugs when it first came out and I'm not sure this isn't one of them.

IE 5.5 is compatible with Win95. 6.0 is not.
