Has to do with a voice recognition program. Kind of hazy, but I remember having to uninstall Dragon software or IBM Via Voice.
If you have ANY voice recognition software, go to safe mode and remove it.
Also go to the MS knowledge base. There is an article or 2 dealing with this same problem.
