try this (it will kill your current outlook config (so save any messages and settings):
Uninstall outlook Express and Internet Explorer (add/remove software)
uninstall outlook form Windows Components..
open regedit and delte these keys:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer
HKEY_CURRENT_USER\Software\Microsoft\Outlook Express
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Outlook Express
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Internet Settings
reboot
reinstall Internet Explorer and outlook ..
Hope it helps..

You usually can only use the SMTP server for the ISP you are currently connected to the net through....are you sure you have the right SMTP server entered??
