Several possibilities here:

http://www.windowstrouble.com/emsg/242.shtml
Any more info on the circumstances?....eg, what were you doing when the error message came up ?

I hate to keep banging the System File Checker drum, but it solves about 99% of the .dll problems that I've ever encountered in Win98/98SE. Set it to extract a single file, type shdocvw.dll in the box, insert your Win98 disk or point it to \..\Options\Cabs and away it goes. Restart and you should be all set. If that fails, try reinstalling your display drivers; Shdocvw.dll is part of IE's display engine.

this is an Active Desktop problem.
try to disable active desktop (display properties) "view as a web page"
another good solution is to remove internet explorer and reinstall.
