Question stumped on fatal OE and stuck in safe mode

Okay heres my deal. Running windows 98; my computer boots automatically into safe mode and i don't know why. I have run scandisk (thorough) and it found no errors. I ran registry checker, it found no errors. I ran system file checker, selecting check for deleted and check for changed files, but my problem there is that when it pops up with files it found, i don't know which to choice of action select. I ran version conflict manager, nothing found.I tried the diagnostic startup in the system configuration utility, but it didn't do anything except go to a black screen and stay there. I had to restart (but it wouldn't let me ctrl-alt-del- to restart i had to unplug the damn thing.) If it helps to know, this is what happens. I turn on my computer, it goes to a blue screen and an error pops up saying "fatal exception OE has occured at 0028;00000009 in VXD." Then it says something like "this was called from 0028:C023AC79 in VXD" I hit ok and then i go into the windows startup menu. I've played around in there a bit trying the command prompts and such, (selecting "no" to autoexec.bat and config.sys and yes to the rest...) but i'm still not fixing anything.
Help! any thoughts or help would be nice!
    Thanks

okay let's get a few things straight:

    1. the BEST tool for finding out why you get bsod or boot problems is BOOTLOG.TXT.. (get to Boot menu with F8 and choose option 2)

    2. as for SFC.exe (system file checker)

what you need to do is run it, go to options and check the "check changed files" and "check deleted files"

no for the use of this util :

when you get a prompt you get a PRevious version and Current version..

    now the rule goes :

    Verion Wins ..
    Size is 2nd

for Example you have file named:
    ver.dll

    Current version 4.80.01
    Previous Version: 4.10.2222
    you choose UPDATE

    if it was
    Current Version 3.20
    Previous version 4.10.2222
you chose RESTORE (have your Win98 CD ready)

if you have this situation :

    Current Version: 4.80.01 Size: 63KB
    Previous Version 4.80.01 Size 132KB
    You RESTORE !!

    Please give us more info..
    system specs..
    when did it start
    the bootlog info ..
