local settings
Going into window explorer, under windows, in local setting there are temporary internet files
My question is ,is it safe to delete everything in there ( temporary internet files) under local settings.
I have noticed what appears to be windows files? in there as well. Each one HAS a number beside it

it is safe to delete the content of the folder temporary internet files. Some of the files are cookies, most of them are not needed, some of them contain your password to access some websites, if any.
A better way to empty this folder is to open IE and from tool menu choose Internet Options and click the button Delete files. That does not take care of the coockies. You should delete those manually.

A good utility program that helps you manage your Temporary Internet Files and Cookies is <a href="http://www.tweakie.com/" target="_blank"> Tweak IE</a>. I believe the download version is $15 USD.

in internet options, Right next to the delete files button is the delete cookies button.
for some reason, it won't always completely delete all the files in there, possibly because those files are open or not in the IE cache database.
in win98, another way to clean up unneeded files including IE's cache and temp files is start>run cleanmgr.exe
