where as caneing and getting shot on the side of the road seems to work for singapore.. but you would assume that at some point they would have shot all the criminals, so maby its not working.

A society can only be considered civilized if the great majority of people conduct themselves that way. It used to be that criminals made up a very very small percentage of the population. Maybe part of the reason is because it used to be that everyone knew everyone. Now with our huge cities nobody knows anyone and it's easy to steal from a faceless person that you've never met.
It seems now that the criminals make up a much larger portion of the population. Why should we allow these people to continue stealing from hard working folks? We certainly don't have enough prisons to lock them away, so what do you suggest?
